Run a lifecycle hook again

POST
/v1/workspaces/:workspaceId/sessions/:sessionId/hook-runs

Queues a fresh attempt of hook (on_create, on_claim, on_restore, or personalize for the platform's system setup step where that step ran before) on a session that runs lifecycle hooks. Refused while a run is pending or running, and on warm pool inventory.
