List warm pools

GET 
/v1/workspaces/:workspaceId/warm-pools

Lists the workspace's pools plus the caller's own user pools (default), optionally for one template. ?scope=WARM_POOL_LIST_SCOPE_ALL lists every pool in the workspace read-only and requires the view_billing_data permission.
