Get a list of potential tester candidates in a workspace

/potential-testers

Gives back a paginated list of the people who can be offered as testers, before an app or a tester group exists. Returns the workspace members, plus the outside contributors of the project when project_id is given. Service accounts are never listed, so the caller's own token may not appear. A member who has not accepted their invitation yet has no username and is carried by email alone. already_member is always false here: this route has no tester group to compare against, and the flag means "already in that group", never "already a tester on the app". Call /tester-groups/{id}/potential-testers when the flag is needed.
